Preheat the oven to 400°F. Line a baking tray with parchment paper.
in a medium sized bowl, whisk together the flour, ½ cup sugar, cinnamon, baking powder and baking soda.
Grate the butter into the flour mixture and then use your hands to rub it into a crumbly mixture.
Add the buttermilk and butterscotch chips and mix gently until a dough forms.
Dump the dough onto your flour dusted work surface and gently knead a few times until the dough is in a ball shape.
With a rolling pin, roll the dough into a circle about 8-10 inches wide and about an inch thick.
Cut the circle into 8 even sized wedges like a pizza an dtransfer to your prepared baking pan.
Brush each scone with the cream/milk and sprinkle the remaining tablespoon of sugar on top.
Place in the oven and bake for 15-17 minutes.
When the scones are baking , make the glaze.
In a small bowl combine the powdered sugar and milk until smooth.
Warm the glaze in the microwave for 10 seconds.
Once the scones are done drizzle the glaze over them and serve at once.
